How unfortunate. I wonder who threatened the scientists to make them put up the 'block', anyway... or why they didn't put it in place before. It seems rather pointless to fit the entire city with chips and then pull out a device that does the same thing without all the surgery.

I wonder that as well. I believe that we should have found out who have done it and give them the proper punishment for doing something so idiotic that the rest of us had to be punished for. Yes, that is rather pointless. But, it makes me a little fearful as to why they were hiding such a device.
