I've been aware of the terms "echo boom" and "baby boomlet/boomerang" for 15-20 years now, but the group those terms usually refer to is not 18-31 year olds; it is 15-26 year olds (born between 1981 and 1993), when the birth rate was above average due to boomers having kids.

I've heard "Gen Y" used for (and by) both that group *and* those born in 1974-1982, so go figure.
