Incomplete implies that it was never finished. The Tower is more...broken than incomplete.

Anyway, I always thought the Eiffel Tower was overrated. Still, its destruction is a sign of an unusual timeline unique to this universe. I wonder what happened.
You know, I think I like it better this way. It's always been a bit of an eyesore, and it's not particularly practical as a transmission tower. [Narvin's appreciation for art is very limited.]
