Character Personality:
At first glance, Arashi seems to be the epitome of a very proper young lady - polite, calm, refined, sensible, and level-headed. With a cool attitude that almost borders on stoicism, it would be difficult to think at first glance that she’d have a temper or that anything could ruffle her, but in reality, you simply need to know which buttons to press for her mask to crack. Sorata, a fellow Dragon of Heaven, knows this very well and can attest to the fact that Arashi cannot abide by any kind of idiocy, sometimes going so far as using physical force (nothing too serious, maybe just a sharp pinch or an elbow to the gut) to make it stop.
As a Dragon of Heaven, Arashi takes her duty to prevent the end of the world very seriously and does her best to ensure that innocents aren’t caught up in her battles against attackers, which shows she has a strong sense of responsibility. She also frowns upon killing others, stopping Kamui from killing Daisuke Saiki at the start of the series, stating that as he had already incapacitated his enemy, there was no need to kill him.
Besides that, Arashi is, simply put, not a very social person. She’s quiet when around others, though she isn’t afraid to voice out her opinion. It takes a while for her to even begin to warm up to someone, but once she does, she proves to be quite caring and protective, though it embarrasses her to show others her softer side. It’s shown in the manga that there are times when she’s uncertain of exactly how to share her feelings with other people and that she dislikes the thought of being a burden to anyone, especially on Sorata.
Character Abilities:
As a priestess, especially one caught up in the business of the End of the World, Arashi has a good grasp of supernatural phenomena and spiritual powers. She is able to identify shikigami posing as humans as well as sense when others have powers similar to her own.
Like all the other Dragons of Heaven, Arashi is able to summon a kekkai into being, one that is a pyramid in shape. This kekkai acts as a sort of alternate dimension which contains the damage caused within the area while the kekkai is activated. Only the people the summoner wishes are transported inside, though other Dragons can enter as well. Once deactivated, when the summoner either calls it back or can no longer keep it up, the area goes back to the way it was previously.
Another ability she seems to share with most of the Dragons is her enhanced physical abilities. While she has no great strength per se, she and the other Dragons have been shown leaping from building to building while traveling through Tokyo.
One thing that separates her from the Dragons though is her ability to call on the powers of Ise as its priestess and summon its sacred sword from her left hand to fight with, a skill she inherited from her late mother. She is shown to be a skilled swordswoman.
Character Weaknesses:
Arashi's greatest weakness is perhaps her pride, temper and stubbornness. She shows great reluctance in being a burden to anyone and seems to dislike having to ask for help. She is usually calm and rational, but Sorata has described her once as someone who "takes risks", implying that is one who throws herself into her battles and simply tries her best to win.
Another weakness of hers is revealed after she sleeps with Sorata - once she lost her virginity, she also lost the ability to summon the sacred sword, which was her main weapon against the Dragons of Earth. This drives her to seek advice from Hinoto, who then takes advantage of Arashi's desperation to protect Sorata and not have him die for her to seal her within her dream world.
There's also her social awkwardness, which makes it difficult for her to express her true feelings to others.

Simply put, Arashi has been born to fight and protect - it's her destiny to try and save the world one way or another.
She isn't one to stay passive and let others do the fighting for her. In fact, she's shown a great aversion to this, getting upset at the thought that Sorata would be placed in more danger when she can no longer protect herself.

Out of all the people she knew, only Kamui had been able to stand a chance against the dreaming princess’ powers, Kamui and perhaps other dream seers.
She shut her eyes tightly as the sensation of falling became stronger, hoping desperately for a miracle. Perhaps Sorata would awaken and notice that she was missing and come looking for her ---
She felt her heart break a little at the thought of him, remembering Hinoto’s last words to her.
You’ll sleep within my dreams…Then, when you awaken…you’ll have forgotten all about you past…about everything you wanted to protect, about everything that you loved…Become a Dragon of Earth and destroy the “kekkai.”

She didn’t want to forget, not about her past --- not about her mother, or life at the shrine with the other priestesses, or her fellow Dragons of Heaven who had become so dear to her these past few months, especially ---
