Hiiii, I saw you on the equestrian community. Just to respond to the splints thing, you should go ahead and get him. My 2yr old has splints from running too hard (with steel shoes). Granted, his aren't BAD, but a splint will heal in about 3 mos. What I did was: protective boots always, trotting for exercise, and not letting him free longe or to where he can get a lot of speed. My gelding is 3/4ths Thoroughbred, so he is full of energy, and that horse is a Tb so he is hot. Splints are a common thing that can be healed. And I've heard that the leg is stronger after it has recovered.
