i believe there is already wording in the onstar contract that allows them to do whatever the f- they want whenever they want "in cordination with law enforcement", which we know from prior example & experience that is never used for the good intentions it was designed for.
they already breach the privacy policy by sampling the onstar gps data off the car at random recorded intervals for use by the insurance company. there are several clauses for that in their respective contracts too.
If all they were doing was killing the engine, I'd say this wasn't a surprise.
As it is, this is likely not much more than a firmware update to the engine control module to rescale the throttle so pushing the pedal all the way to the floor has the same value as having no pressure on the pedal.
