That was quite moving; I don't know why the part-human doctor doesn't feel the connection anymore. I would have thought that the connection had been from one time lord to another, not through DNA.

Still, will he tell Rose about the Doctor regenerating?

My personal interpretation is that it's because the two of them used to be the same body. 10.5 grew from Ten's hand.

As for whether or not he'll tell her...you'll just have to keep reading. ;)
