Should I call the police or not?
Here's the dilemma: my neighbors have a dog that they mistreat. They keep it outside all the time -- in the heat, the rain, the snow, always without shelter. There are four kids in the house that have beaten the dog with sticks, thrown rocks at it, kicked it, and otherwise harmed it. They never take it for walks and they hardly play with it. I'

I don't know what to do about the neighbors, but it would be a good idea to get your cats rabies tags if you plan on getting the cops involved. I know in my county animal control can be pretty merciless when it comes to unvaccinated animals, even if they know it's a pet and not a stray. Some people get vaccines cheap at Southern States and other farm supply places, but I don't know if you can get rabies there or not.
Is there any way you could keep the cats inside just long enough to get rid of the dog?
