The Rule of 2 - 3 - 4 would encourage a 4C overcall; at favorable vulnerability add four tricks to the tricks in your hand.

Looking at 7 Club tricks plus 4 yields 11, or a 4C bid. Partner, looking at 3 card support, now has an easy 5C over 4H or 4S.
