Not likely; most states don't have California's bug-nuts ballot initiative system. The idea of putting budget proposals up for a vote - let alone the livelihood of state employees - is something that is, thank goodness, uniquely Californian.

My favorite comment that came out of this regarding the proposition system was, "if they (the legislatoer) aren't making the laws, why are we paying them?"

I also think some group is backing a proposition about making a state legislator a part time position since most of the laws are passed via proposition anyway.
