Use your phone or some other recording device you have on hand to get a video of the guy next time you see him committing cruelty against his animal. Be discreet so he gets caught fully in the act. Submit it to the police.

Oh, I plan to, since they're "unable" to do anything. The cops here are a joke and a half, they just tell you to call someone else. Uhm...... really? And the Humane Society doesn't care, they just say "We'll look into it," and nothing comes of it. God, I can't wait to move to a sober town. Where I'm from, the authorities take this kind of stuff seriously, but in Columbus, they do not.

It is against the lease to have Pits here. I don't like that rule, myself, but if the authorities do their job and come out here - which I sincerely doubt they will - then I've been told that the complex gets a fine if there's a pit bull on the property, and for every pit bull, there's an additional fine, which causes the tenant's rent to go up. Mind you, this is from another neighbour, so I don't know how legit this is, but the cops here are a joke and won't do anything, and they just tell you to call someone else. I called the dog warden who told me they "couldn't take the call" and to "call the humane society," which I did and all they told me was "we'll look into it." That's it?! NO. YOU REMOVE THE DOG. It is that simple. God, I can't wait to move back home to my hometown where the authorities care about something other than football and alcohol.
