First, I'm pretty sure you can buy rear-view cameras separately no matter brand car you get. I don't think these kind of cameras are the industry standard, so you'll probably have to do that. Not sure about GPS navigation, but I think a lot of the newer cars have them. As far as small cars go, some of your best bets would either be a Toyota or a Honda. My little Honda has been going for years, and has been a reliable, awesome car

There are a few really good small cars, I have no idea if they have build in rear view cameras/gps but those are things you can get separately. There's the Mini Cooper, Nissan Micra, Swift (by Toyota I think) and of course Smart but that one only has 2 sits.
Japanese cars are really really reliable so I would recommend that.
I never know what kind of parking is "parallel parking" is it the one where you park along the sidewalk? if so, I was really scared of that at first but there's a really good system to do it, and you need to remember that you can always correct yourself. There's no limit on how many times, so in the first few times, until you get the hang of it, just be patient and take your time. :)
the two best "starter" cars, imo, are honda civics and toyota corrolas :D i myself have a honda accord, buuut it''s bigger than a civic/corrola. incredible gas mileage, decently cheap, safe, lasts FOR-EVER (my accord i bought used, at 70k miles, and it runs like a fuckin' champ). japanese cars in general tend to be the most reliable/long-lasting :)
also... i would just buy a GPS separately if you're gonna get a smaller/cheaper car, though who knows, i haven't been car shopping in awhile so more cars probably have GPS than four years ago :)
If you're interested in a hybrid, I know you can get a Toyota Prius with the last three features (and there are several models under $25,000; I'm just not sure if the GPS nav and rear camera cost extra). malika mentioned the Toyota Corolla, which is also a small car--I've had mine for five years and never had a problem with it, and it gets very good mileage. I think the Camry is slightly bigger/more expensive but could also be a decent first car.
I also agree with others that a portable GPS unit might be a good thing to get separately, if you're good at remembering to bring things like that with you. Having a handheld GPS is useful for when you're walking or riding with someone else, and I feel better about being able to take mine with me when I leave my car.
