Sadly you are most likely correct. I often forget he's more of a figurehead than a dictator in many regards.

I'd like to think that I'd just focus my attention on providing logistical and financial support to civil resistance movements in opposing their repressive governments, and leave dealing with the pedophiles for the next guy, but that probably falls under option A (and I have doubts whether I'd be inspired enough to pull something like that off anyhow).
