Uh, it isn't Hibari then? I got it off his thread on 4chan so I assumed it was him + the catchphrase..... DD|

lololololol it's on a different coloured background how was I to know XD XD But hey, now you have a nice icon idea! XD XD

I dunno, do you have the original picture? If I could see his hairstyle that might help, but he's not worn an eyepatch in the series at any point... but you know how fanartists like to take some artistic liberties, but usually they're careful with things like eyepatches and stuff when they are featured on different characters.
