After doing some googling, turns out it was a film called Blood Beach, I distinctly remember the scene where a guy gets his dick bitten off (I don't think you actually saw much). I was probably about 7 or 8 when I saw this, my folks didn't seem to mind us watching these sorts of video nasties.
This and the rat in a pot scene from Epitaph and the general mischief from Slumber Party Massacre...
