Japan is one of the most earthquake prone zone, if it helps, civil engineers in Japan and already the world has learned a big lesson from the Kobe event and structures everywhere now has new standards to prevent buildings from collapsing like they did in Kobe.
Hope it helps for you to know that one of your friend is in the city's water and sewage department, making sure the system is earthquake resistance. And if such an event were to happen here, she will be on it right away to make sure the city gets water. ;D
