I'll try to be clear if you have questions you may post here.
1. Layer > Duplicate Layer.
2. Change it to Screen at 50% Opacity.
3. Select the background and duplicate it again. Drag it to the very top.
4. Set this new one to Soft Light at 100% Opacity.
5. Make a new Layer. Color #111C40 and set it to Exclusion 80% Opacity.
6. Merge All.
7. Duplicate and Desaturate it (To Desaturate go: Images > Adjustments > Desaturate).
8. Change the Desaturate (black&white) layer to Soft Light at 100%.
9. New Layer. Color #D97FE4. Set it Color Burn 40%.
10. Merge.
11. Duplicate. Desaturate and Soft Light at 70%.
Ta-Da!
TUTORIAL #2
>>
1. Duplicate the background twice.
2. Change the first one you duplicate to Screen 50% Opacity
3. Change the second duplicated to Soft Light 100%
4. Merge.
5. Duplicate and Desaturate.
6. Change the Desaturated (Black&White) to Overlay at 40%
5. New Layer. Fill with color #FF0000 Color Burn at 8%
6. Merge.
7. Duplicate and Desaturate.
8. Set the desaturated to Hard Light at 60%
I did BLUR her neck at the end because it was a bit grainy but that's just because of the picture I used.

Results may vary depending on the picture you use. Light and Darkness make a huge different.
