Living in a wizarding orphanage, I know a good deal of orphans who have to rely on a special fund set up by the Ministry to help students afford their supplies. Just send an owl to the Welfare department with copys of your friend's parent's death certificates and his birth certificate, and they should re-imburse you as a benefactor.
