The last person I saw wearing one of those was a TTC maintenance worker, so now I'm thinking that your neighbor's house has a subway station in it, like in that Robert Munsch book...

It's very curious. He's been there two hours now. The previous neighbours had a swimming pool that they filled in and he's been poking around where it used to be with a pole.

I'm thinking that maybe the ex-pool has turned into a swamp?

no! he came & poked in the ground for a couple of hours and then disappeared.
I'm just waiting for the the HazMat Team to swoop down and cordon off my street.
