I could recommend a book or two, but I'd need to know what are you looking to learn about. Just HTML? PHP? ASP? Javascript? Many people go with a "LAMP" configuration: Linux, Apache, MySQL, and PHP because all of the parts are free.

If you're going to write from scratch, Go spend some time at www.w3schools.com. It's a website setup by the W3 consortium (the guys that set web standards). They have listings of everything, how stuff works, and what's supported. It's also a good place to become familiar with what's okay, and what is looked down on. If you're already familiar with HTML, I recommend you pick up CSS (very cool stuff).
