Personality:
After the Akatsuki attack to claim Shukaku, Gaara had enough of a hard time restoring the confidence and strength of Sunagakure.  Wrestling with doubts personally and politically, most of his life since coming back from the dead had revolved around work--being the Kazekage, letting the Council of Elders know that there wasn't anyone else strong enough to lead and showing everyone that he was still the same person who lived for service--a person of Suna who would give his life all over again to protect people and things he actually cared about.  Things were going as well as expected, people were more aware of Akatsuki and after facing true danger, everyone in the village was working to be stronger.  Any opponent of Suna would find it harder to defeat next time.

Then came the full on war lead by Madara against all ninja villages.  He was set on ruling the world and Gaara found himself the commander general of a Five-Village ninja army, going up against the greatest threat all of the villages had ever faced.  But he had grown as a leader and he had faith in himself and his people.  He'd gotten stronger with his techniques, a formidable ninja in his own right.  What his father had revealed to him about his mother during his zombie revival as service to the enemy had been the only precious thing that had come out of the battle for Gaara.  He had been loved.  That and the survival of his siblings and friends.  All except for one.  The death of Naruto during his battle with Sasuke had been a devastating loss to Konoha and Gaara had lost a good friend.

Just defeating Akatsuki had mostly destroyed all the villages and delivered extensive damage.  What had once been robust villages had been decimated into skeleton shinobi families just struggling to survive.  And what Gaara had believed could be a more peaceful future for ninja had only been that.  A dream.  What was left of the Elder Councils turned into political squabbles and territory wars.  Gaara had his hands full going up against the Suna leaders who were left and refugees throughout the countries flowed into all the villages, citing them responsible for the ruin that had spread through the land as a result of the war.

Nowadays, Gaara is cynical about people.  He only really trusts a handful of people.  He keeps close ties with who's left of Rookie 9.  It is only deep in his heart that Gaara believes in the best of others.  He would be the last to give up on anyone since he knows his story as an example, but he's gotten a crash course in reality and what you truly face when pursuing dreams.  And he's working with a cobbled Council of Elders who show their own lack of foresight and imagination.  The political agendas he confronts regularly has taught Gaara more about the ambitious and darker side of people.  And the refugees don't make life easier either.

While intelligent, serious and hardworking, Gaara still lives the life of an observer.  He's careful to think before speaking, understands the concept of tack (at least when it applies to being a diplomat) and strives to remain implacable in any situation.  Unfortunately, he also remains ignorant of many social graces and is often surprised when he doesn't get his way. He learned how to be a good leader, he's still got a ways to go for much of anything else.

How does your AU differ from canon?
The Five Village Nations rally together to fight Madara and his Akatsuki.  The war keeps going and Naruto and Killer Bee manage to kill off Madara.  Gaara and what's left of the armies go up against the rest of the Akatsuki, killing them all.

It's when they're battle weary and glad to see the end of Akatsuki that Sasuke strikes, bent on revenge and willing to take down any villages in his way.  He unleashes allies he's made on the other villages and focuses his own attack on Konoha.  While Gaara handles the threat to his own village, Naruto faces down Sasuke and in their battle, dies with him.  The other villages defeat Sasuke's minions, at great cost to their already dwindling forces.

No one is left unscathed and the people who live outside the villages start trekking into them, seeking asylum and aid.  For Gaara, he can't turn them away because they're a part of what's left.  A lot of people died.  In the Great War and the attack of Sasuke.  His Council has been reduced by more than half and what's left of them advocate closing ranks around themselves to protect their gold resources.  Yet they agree with Gaara that the focus should be on rebuilding.

Unfortunately--with forces that were supposed to remain neutral--the samurai began taking over vulnerable territories.  They provoke border attacks and are trying to oust the villages.  It is during this time that Gaara gets 'Ported in.

Strengths:
Good with strategy and planning, intelligent and strong leadership.  He carries an air of authority well and is good reader of people.  A well of chakra reserve for his sand jutsus--his greatest weapon and defense.  He still carries a gourd with sand infused with his chakra.  He's learned to be resourceful in battle since he can't rely on a tailed-demon stored inside him anymore.

Weaknesses:
Gaara knows he is good as the Kazekage.  And when he is working, he really can't help expecting that whatever he says is what goes.  Unfortunately, it tends to bleed over into everything else into his life.  Gaara doesn't fight well in short distances or hand to hand combat.  While he knows how to read people, it's only in the context of being a Kazekage.  He is oblivious to non-verbal signals that have nothing to do with his office.
