The biggest thing to take into consideration here is China's timeline: post Boxer Rebellion, pre 1911 Revolution. Anybody remember what happened during the Boxer Rebellion?
... the correct answer is, there was a big rebellion against Western forces that the Qing government couldn't stop! So, they had to get the big bad Western Nations to pitch in and there we have it, the Eight-Nation Alliance.
Then after that, all the countries demanded tons and tons of stuff from China in one of the Unequal Treaties. (Oh yeah, did I mention that there have been ungodly demands of money and land and resources from China since the First Opium War way back when? Yeah. This is an accumulating problem.)
Naturally, China is pissed off. Unfortunately, he owes the Western nations, so he's forced to kowtow and smile when he'd really just like to rip all of their heads off and make pretty jewelry out of it.
He's also rather devestated, due to the fact that his family members are getting hurt, too. Korea, for one... Hong Kong, another. (And Japan is a sore topic with him. He still loves Japan as his cute little brother, but...)
So, there we have it. China is unhappy and angry, but he has to force smiles and submission. He is a cold, cold icecube. Good luck with that!
... No, he does not say "aru". Or at the very least, it's not very prominent. (I've always interpreted his "aru" as being something that comes out when he's being more playful and unserious, so.) He does, however, still have a soft spot for cute things and pandas. :P
