To my understanding, he's made it quite clear that he's searching for Souji Seta. His next destination will be Souji's home in the northern streets, by that logic - I'd send someone to rouse him and any others from Inaba before Adachi arrives there.

Fighting him in the village will only lead to more destruction. Once Souji is gone, you'll be able to steer him further north, which will offer a far clearer field.
