Were these cats, at any point, caught and fixed? If so, I really don't see what the big deal is with them living there.
Depending, though, on just how feral these cats are, assimilation into a home life may be an impossibility. And if they are sent to live nearby where they're being "rescued" from, then let to just be outside cats in their new homes, it's likely they'd just return to their old stomping grounds out of habit/to defend their territory.
This seems like a very sticky situation that will end with no one being happy about whatever outcome. O_o
