Have any presidents ever run with more than just a vice president? Like not necessarily on the ticket, but made promises of who he would appoint beforehand

I picture it being easier for pundits and the opposing party to point out the flaws of 9 people rather than only 2. There must be a bigger reason than that though, because it seems like a smart way to get a 'super ticket'.
