My building has a policy of overcompensating for outside conditions. If it's winter outside, bring a spare pair of shorts to work. In the summer, bring a coat. Also, our air conditioner breaks down pretty regularly and has to be replaced.
At home, the heater NEVER TURNS OFF. I learned my lesson the hard way. I try to keep it at a reasonable temperature, but it's hard when there are three floors, and nobody lives on the floor with the thermostat. I've taken to opening windows and using fans in the summer, since my brother freezes if we use the A/C too heavily.
Come to think of it, one of the early Yotsuba & books had a chapter where Yotsuba learned that using the A/C was bad for the planet and went on a crusade against them. It might give you some ideas.
