I'm supprised this became an issue.

I followed the link and looked around that site trying to find the actual wording of the proposed law amendment that they are objecting to. I found plenty of rhetoric about it infringes on peoples rights and freedoms and how ISP's already do block or take down sites that they think might infringe on copyright law ( ... )

Well for one, the "repeat infringer" is someone who has been _accused_ of copyright violation multiple times, as opposed to someone who has been _convicted_ of copyright infringement. Can you see how that might be abused? I certainly can.

It's a legal instrument that gives powers to entities that are typically not granted these sorts of powers.

As far as precedents go, it's appalling (in addition to being vaguely appalling in its substance anyway).
