Re the rogue reaper that can be seen, my thought was maybe he is in a vessel? I think Tessa said in "In My Time of Dying" that she can make herself appear however she wants, which is why she doesn't look like the Reapers we see in "Faith." Maybe they have to not be in vessels to make themselves only seen when they want to be seen and alter human perception that way. I like your explanation too, that they lose some abilities if they go rogue. That's probably neater and makes more sense than what I was flailing towards, lol. But yeah, them being angels is weird and sadly is the usual sloppy writing. It's ridiculous that they could see that Reaper.
Sam and Dean have a hard time persuading them that they are not cops, which is hilarious.XD That WAS hilarious ( ... )

So maybe the reapers didn't fall, but they use vessels to hide themselves from Death and go 'rougue'
