The reason the water levels are so high is because new orleans was built 17 feet below sea level. Katrina actually dropped 15 inches of rain on florida when it passed through there and probably a bit more when it hit louisiana (18 doesn't sound too off as the storm was a category 4 storm when it hit florida as well, so the amount of rain shouldn't have increased too much). There was definitely more rain in bombay than in louisiana and I heard somewhere that the rainfall in bombay may have broken the world record for rainfall in a single day (http://www.nzherald.co.nz/category/story.cfm?c_id=26&objectid=10338067 ). 18 FEET of rain would definitely be a sure sign of jesus' second coming (lol come).
