OOC - The Gym Leaders

OKAY SO ANYWAYS about a week, maybe two weeks ago Sakon and I were talking about this flawless AU and it got to the subject of the Gym Leaders; which ones are surrogates and which are not? Under the cut lies the information of who are from which region and their surrogate numbers, plus some basic background info for a few of them. Didn't want to get too detailed now; fan interpretation is always a good thing.
Kanto: Brock (( Number 18 )), Misty (( 19 )), Erika (( 20 )) and Janine (( 21 )).
Blue is also a surrogate, but because of him being seen as Red's rival his surrogate number is higher; 11. He's also the one responsible for telling Taniyah about the project and sending her to the Sevii Islands to train up.
Misty is definitely for the project and as such is outcasted by most of her fellow Gym Leaders. Not like she cares.
Johto: Falkner (( 22 )) and Clair (( 23 )).
You'll find no Gym Leaders for the project over here in Johto! Blame the fact that so many of their trainers (( Kagura, Chris/Jiro, Xiomar, Dante and Rhiannon )) have been signed up to the Project.
Falkner was signed up by his Father (( To keep with his canon self always rowing with Janine about their Dads )), while Clair was forced after a very intense Pokemon battle-come-mini war (( AKA she lead a rebellion with Xiomar but both got pwnt by Misty. Xiomar got away with Clair's help )).
Jasmine is close with Rhiannon. It was her who told the protagonist about the Project... or rather tried to but Rhiannon refused to listen to any more. Jasmine ended up keeping Rhiannon under her wing for three weeks, during that time she was arranging with Red to get Rhiannon to Mt. Silver, after Red had met up with Flannery and Carys.
Hoenn: Brawly (( 24 )), Flannery (( 25 )), Tate (( 26 )) and Liza (( 27 )).
Hoenn; the region where more Gym Leaders support the project rather than detest it.
Roxanne is secretly training up the children at her school to fight with her against the project. She is fully aware of what happened with Clair and Xiomar and is gonna use their mistakes to ensure that her rebellion will go flawlessly.
Flannery signed herself up thinking that the extra money would help her ailing grandfather. Sadly, she got the wrong end of the stick. The first thing she did when she found out the truth was to get Carys out of Hoenn with the help of Red.
Sinnoh: Roark (( 28 )), Gardenia (( 29 )), Maylene (( 30 )), Candice (( 31 )) and Volkner (( 32 )).
Byron supports the project and signed Roark up, who hates him forever and ever and you get the picture.
Unova: Elesa (( 33 )) and Iris (( 34 )).
The only Gym Leader for the project is Brycen. He's the one responsible for informing Geechisu about Elesa's attempt to get Nastasya out of Unova. From that she was ambushed in Nimbasa and forced into being a surrogate.
Elesa now calls herself Carmen as an attempt to distance herself from the fact that she's a surrogate.
An important thing to remember is that the surrogate Gym Leaders do NOT have many copies; three maximum. Most actually only have the one copy.
