Susan hates the drinking, the drugs, the fighting, the killing and that John is so apathetic about it most of the time. She knows he's as likely to say fuck it and shoot someone as he is likely to stay fuck it and save someone, possibly slightly more likely to shoot someone and then save them, or at least drag them out of the line of fire.
They were comrades-in-arms. They worked together. She doesn't like his methods. John is trouble.
And yet, Susan believes John will go to the mat for the few things he cares about. He will go down fighting. She respects that. That he's still with the Time Agency to the very end means something to her. She thinks he cares about the Time Agency. Hence the choice of the word Committed.
She trusts him with her back and she trusts him to be John which may mean she'll end up with a knife in her back some day, maybe not intentionally.

of course this makes me realize I have a half formed meta about the Time Agency and the sort of renegades, loners and rogues that formed it's strange family.

Awesome, John has a friend! Well, sort of. He thinks they should go to Cardiff and scare the hell out of Torchwood, just for kicks.

I'm interested in more of your meta about the Time Agency, since I'm trying to form some of my own just to make playing John easier.

yeah it's some kind of weird half sibling-ly thing.
Its got some of the I-am-the-only-one-allowed-to-thump-them stuff
and the even-if-I-don't-like-them-I-will-defend-them sort of thing.

Part of it is I think that Family is the defining bond in the time and the Time Agency collected all these outcasts and gave them something to belong to. Its a very deadly family, and a dangerous one but it was a family that none of these people had before the Agency brought them together.

Why not indeed.

Susan likes herself, but of course its a bit complicated. She's seems so young, and Susan wants to protect herself and teach herself and she can't. She has to let herself do things on her own.
She hopes she doesn't disappoint herself and has grown into the sort of adult she could be proud to be.
She is amazed at the bravery and joy of discovery that she has an hopes that she never loses it. There is so much ahead of her.

Oh, this is awesome (and I love the stuff you've written about John above, too). It makes perfect sense for the older Susan to feel that way. It must be how the Doctor feels when he meets younger versions of himself. It would be really hard not to say something - just a little piece of advice, a comment about a planet or period to avoid - but it's a very Time Lord thing to have to do.
