Up in the 'help' thing at the top there's a link to the FAQ, which tells you the shortcuts. But it's [less-than sign]lj user="nameofljusertolinkto" [greater-than sign]. Greater than and less than (I usually call them pointy brackets) signify that the things between them should be treated specially by the web page. So if I put a random word in pointy brackets, it will try to interpret it as a tag and not show it, or possibly produce an error. Here's the word moo in pointy brackets:

Which probably hasn't shown up.

A lot of people seem to need "your help" in this meme.
