or they're appauled by the idea of conforming some one else's set of beliefs that can only be supported by faith, even if there does claim to be the reward of 'heaven'

Knowledge of God is innate (Romans 1:18-20). Non-subscribers are either mislead or in denial.

"And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;"

Wouldn't a non-subscriber qualify as someone who doesn't believe in the Bible? The fact that they are in denial makes sense (Ex. Tim doesn't admit that he likes boys, but he really does), but being misled doesn't really change the fact that they don't believe.
