For those who aren't aware: "Foot care" is called out because it is a diabetic issue frequently. Diabetes is also frequently a larger problem in low-income areas and people. Diabetics who don't receive regular checks and "preventative" foot care for loss of sensation, circulation issues and infections related to those things often have to undergo the "non-preventative" "treatment" of amputation.

Pharmacy "services" include the issuance of non-medications - like needles for insulin, test strips for blood sugar meters, canes and other medical equipment that were covered under the pharmacy plan. So this means no co-pays through the pharmacy program for medications, medical equipment or items. (Likely, though, medical equipment that is issued through the hospital or another service paid through the medical system - like a doctor, instead of like a pharmacy - will still be covered. So think CPAPs, pacemakers, etc. The restrictions for those items are much, much tighter and often include things like you can have crutches but not a wheelchair if you can use your arms and one leg.)
