A 23 percent national sales tax is good for those people who pay more than 23 percent of their income into federal sales tax. Not whose top rate is more than 23 percent, because remember that some of your income is tax-free and the first several thousand after that is at 10 percent. And remember that this would replace income tax, not payroll taxes like Social Security. And this would mean the mortgage interest deduction, the benefits of IRAs, the works, would go away.
On the other hand, you're not taxed on money until you spend it.
Sales tax is a regressive tax model. Those who spend a high percentage of their disposable income on daily needs (food, retail items, etc.) end up carrying a much higher tax burden than individuals who's high level of income makes their disposable income purchases a much smaller percentage.
In short, sales tax sucks.
