I can't help but feel you're ovvereating. What if he was actually a terrorist with a bomb? Even so, the city is on a heightened sense of alert after, shock horror, 2 days of terrorist attacks, and therefore the police are going to be a lot more wary of anyone at all suspicious. Why would he be running away? Yes, they have guns, but if he gave himself up calmly, they wouldn't need to shoot him.
