Okay, may I just say that having a broken air conditioner in the office, and a complete inability to open windows, is quite...unpleasant in this heat. I work in a sauna apparently. It has now been one full week without a/c up here. UGH

Check OSHA reg -- if it getts hotter than a certain temp they legally have to provide an airflow solution or an alternate workspace.

OSHA merely makes recommendations about indoor office temps...and she did give me a fan. Thing simply blows hot air, but at least it does that.
