A college student is detained by TSA & the FBI for having arabic/english flashcards in his pocket. Ironically, this guy is considering working for the State Department. He is suing, to which I say, good for him.

Along with inadequate training. A shotgun blast could not hit every department that is responsible for creating horrible policy followed up with sub-par funding.

And remember, the NYT and many Republicans have called for the Dept of Homeland Security (e.g. the TSA) to be the ones in charge of Visas and all other immigration issues.
