Yeah, I remeasured myself and I don't think I can fit into Paris Windows or Rose Jail, bigger than your listed measurements. :/ I've never been to large for something lolita that I wanted to buy before.

Waist: 27.5in or 70cm
Bust: 34in or 86.5cm

(Somehow hopes posting the measurements will make me fit.)

I think those are the measurements unstretched. My measurements are B: 35", W: 29" and I fit fine. I am an Australian size 12/14 if it helps. :P
Rose Jail has elastic on the bust area, Paris Windows doesn't, but I still could fit it comfortably.
