It's kinda hard to measure because only the back part stretches, but I got B: 17" and W:16". Sorry I didn't save the official measurements from closet child.

Is the coat in good condition, I mean is it good quality overall ? Just asking because some replicas are not the best >.<

It's good for a replica. The material is a thin wool and the inside is lined plus it gives a nice bell shape when worn with a petticoat.
