Dogs respond to canine dominance. Staring him in the eye and not moving, while being bigger, is very dominant. If you need to scare him off again, you may want to expose your teeth when you do it. Waving your arms and stomping isn't telling a dog to go away, it's inviting the dog to play. Dogs are easy to deal with, if you can understand what they say, speak their language, and if you never ever for one second let a dog get the idea that it is higher in pack order than you are.

When you see someone sitting on the sofa, with their dog next to them, and the dog has his paw on their leg, what the dog is saying is "this is my bitch". It's funny to see someone sitting like that complaining about how unmanagable their "pet" is.
