One of my pals had this exact same problem. After several incorrect violations, he wrote and faxed directly to Will Kempton, Caltrans Director, CCing two local network news affiliates regarding the flaw in their FastTrack system (which I suspect was a ruse - he may never have actually mailed the networks). He was contacted directly a few days later, and hadn't received another violation since June. It may be worth a similar letter or fax to the director, regarding your situation.
