I'm only an occasional user, so I came into this fiasco at the end, but in a nutshell, Facebook rolled out a new Terms of Service that included some rather draconian measures (all content - images, words, etc. that a user uploads belong to FB in perpetuity and can be used by them at their discretion), and very open-ended statements. Users rebelled and the internet exploded with a firestorm of negative feedback, so FB assembled a user panel to revise the terms. The vote now is to accept FB's poorly conceived terms, or the new, user-influenced terms.
