I don't think you're establishing anything unless you make them change *something* about what they're doing, however minor. I guess you could step in and be the one to punish people who deviate?

I've also heard the opposite, though -- that you should start by brutally crushing them into dust so that when you eventually go back to letting them do what they were going to do anyway they're grateful.
