I've caught a cold. And it's extremely unwelcome. I just finally got over the deafness and congestion of the last one, and now I've got coughing, stuffy/runny nose and that not-quite-sore-but-tender throat, and I'm a little hoarse

I would let them know you're sick, have santizer available, take every effort to stay back from folks and not touch stuff they're going to touch or have them wipe down their desks when they come in, and go in and teach. They're also just as prone to getting something from the grocery store as they are from class so you can't put them in a bubble for these events.
p.s. rescheduling the kids from the State thing only would send the message: "I only want to make sure these particular kids dont get sick" which isnt what you intended either I am sure, since we would hope no one gets sick if everyone practices decent sanitary concessions to keep the bug away :)
I'd call and tell everyone you are sick but feel well enough to teach, if they feel safe enough to come in. Personally, I'd rather have the option ahead of time to decide if I wanted to risk it or not, than to show up and have to decide on the spot.
this is exactly what my voice teacher does - although, she does normally only teach adults. but really, leave it up to the individual student to decide. it's their risk and their money.
If possible, try to get a message to the students, telling them you have caught a cold, that you are able to teach, but that you do worry about exposing them to the cold virus when State is coming close. To the extent possible, offer to reschedule their lessons, but let them take the decision about what to do.
