It was going longer than that, at 10 it was doing that too. I just decided to forego the shower until I get home tonight.

Yeah....My shower is like that too. Except we actually run out of hot water for the shower...I didn't think that was possible in an apartment building, but I have had it happen twice now, each everytime it happens, I have turned off the cold and cranked the hot only to get more cold.

The dishwasher. Enough said. Runs for a long time, AND uses water in cycles.

Maybe it's a really long cycle, or they did more than one load. But that seems like the likliest, because my family's dishawasher did the same thing to the showers.
