Would you mind listing some of the improvements you've been involved in, as well as any previous experience with public office you might have?

Happily. I was a part of the original "Police Force" before it went quiet after Roy Mustang's disappearance (the time before last), but for the most part I offer my best skills as a fighter. Whenever a crisis arises here, I try to keep everyone calm and level-headed or, if things escalate too far, I help defend the city by actually fighting. The most recent example I can remember is when Madara tried to take over the entire city, but I, along with others, sealed him before he could do more damage at the end.

As for previous experience, I am a Shinigami captain in Soul Society. I was part of one of the first classes at the Spiritual Arts Academy and then became one of the first captains of the Gotei 13, heading the Thirteenth Division specifically.

Fighting the good fight is nice and all, but when/if you're ombudsman you'll probably have to put that sort of thing aside.

I'm sorry to ask again, but were you involved in any improvements to the city itself? And if not, what improvements are you intending to implement in the future?

I understand that. It's a good thing there are others who can fight just as well in my absence.

I did not have a hand in any of the physical improvements, but I would absolutely incorporate organization first and foremost. There are many of us here who are gifted in various ways, but if they went out and tried to fix things on their own, I imagine it would only end up in chaos and possibly without the intended results. As such, I know that parts of the city do not have running water and/or electricity and while we have gotten by without them, they are improvements that would be worth the trouble if we can find a way to create and stabilize them.

I saw that…about the ombudsman, but I don’t know what this ombudsman is supposed to do, so maybe a bit of more explanation about it will be greatly appreciated.

Yes, so I've been told.

The ombudsman is someone who will listen to the people and try to implement what they want to see in the city. He will not be a man in power, but a means to getting things done. Of course, everyone should vote for who they think will do the best.
