The idea (apparently) is that Iraqis are as unaccountable as black gang-bangers in urban America. This comes in the context of the conservatives' increasing rhetoric of "we weren't wrong to invade Iraq, the Iraqis were wrong not to cooperate with the invasion." As with domestic problems, they disavow responsibility by laying the blame at the feet of the very people who they were supposedly trying to help.

Well, they can't very well blame the Democrats: they've been out of power for 6+ years. I mean, there's no power to be gained by admitting, "Hey, we screwed up. Sorry guys," and politicians are all about teh power.

But yeah, there's been a lot of magical thinking about this whole debacle from the very beginning.
