im kinda thinking Symphonia for the culture over military, spiritual magic over scientific magic and the more love/peace theme that Symphonia has :P yeah, theres racism and not a whole lot of acceptance much of the time but everyone kinda has the same beliefs about Martel and stuff... and things get worked out in the end, so yeah.

I really think Hearts suits you. The world is united under one Empire (with an Empress at the head--so a monarchy I guess). There is a single church over the empire but it's not "ROAR BE OUR RELIGION OR WE'LL KILL YOU 8UU" type thing, it's more relaxed. There are churches in all the major cities so there's always a place to worship. Their magic also comes from the soul/heart, so not only is "love" important, it doesn't have much of a scientific basis. And on that note, technology and technological advancement doesn't play much role in their society. The only time the game really focuses on it is when it's being used for war (which is only touched upon briefly and there is no full head-on war, especially considering the world's been united).

SO YEAH. TL;DR RESPONSE I'M SORRY ABOUT THAT. |D

I think Hearts; I was also considering Abyss, but in the end, Hearts is so much more about love than Abyss was. :)
