ATTENTION ALL RESIDENTS.
I, Emperor Peony Upala Malkuth IX, have up until now have taken a lackadaisical approach to this land and the people here. I stepped in when I was absolutely needed, when things proved too difficult to handle otherwise, and allowed the residents their room to breathe when I wasn't. Looking back, I now see that I may have been very wrong in that approach. Judging by the threat of an invading army, my misjudgment is unfortunately apparent.
I am taking a new approach to ruling over this land. A more strict, more hands-on approach. Long gone are the days of carefree Emperor Peony. Now stands before you a man with a serious intent on keeping this land under my rule and jurisdiction. I will not allow another man who does not deserve to rule over all of you simply take my place. If he wants this place, he will have to come through me. And I assure you, that will not be easy.
My first plan of action to go along with this new outlook is as follows;
I AM IMPLEMENTING A DRAFT.
A draft. A compulsory call to arms.
ALL CAPABLE MEN OR ABLE BODIED WOMEN FROM THE AGE OF SIXTEEN (16) ARE REQUIRED TO FIGHT. YOUR WEAPON(S) OF CHOICE DO NOT MATTER. ATTEMPTING TO DODGE THIS DRAFT WILL RESULT IN SERIOUS PRISON TIME, A MINIMUM OF TEN YEARS, SERVED IN A JAIL ON THE OUTSKIRTS OF THIS TERRITORY. ALL THOSE FITTING THE CRITERIA ARE TO REPORT TO THE COURTYARD OF MY CASTLE NO LATER THAN TOMORROW AFTERNOON, THREE PM, FOR EVALUATION.
It is important that you do not ignore this notice. As laid-back as I have been in the past, I will not simply let you slip through my fingers and allow you not to help your Emperor. You will be caught, and serious punishment will be given to you. If you are lucky, I will be the one to judge you.
If it helps, for any of you... I will also be taking part in the fighting.
